EU countries have different interpretations
From most countries within the EU and also from Iceland, Norway and Switzerland, the VAT charged to accounts payable is generally refunded. For a larger company, 90-95% of the total recyclable volume is usually in accounts payable. It is therefore very important that the systems for identifying and recovering these invoices are good.
The change in the rules for taxation of services within the EU, the member states 'different interpretations of the regulations and the fact that the member states have to different extent introduced rules on reverse taxation on foreign sellers' sales in their own country, have made it difficult for foreign companies to recover VAT.
